Applying for permanent residence
To become a permanent resident in Canada, you must apply directly through the federal government. However, some provinces require that applicants go through their own programs before applying federally.
In Quebec, immigrants who want to become permanent residents must first obtain a Quebec Selection Certificate (Certificat de sélection du Québec or CSQ) through one of two programs:
- The Regular Skilled Worker Program (RSWP)
- The Quebec Experience Program (Programme de l’expérience québécoise or PEQ)
Once you have obtained your certificate, you will be able to submit your application for permanent residence to Immigration, Refugees and Citizenship Canada, which can be done from outside the country if needed.
